Sorry this didn't help. It seems the updates block the installation the Hand Writing. It says on the Language, the hand writing is installed but not functioning. My setting is OK, but only the language is installed BUT no hand writing in installed, thoulgh on the langage setting it says all installed - language, writing and sound. I created a test policy, with this setting enabled, and got everything to work on my test box.

If you are running a non-Japanese or non-Traditional Chinese version of Windows 10 and are experiencing any of these problems, try these steps to resolve them: Symptom 1: You may not able to type Japanese or Traditional Chinese characters when first signing into your account. If you are connected to the Internet, you can wait for the IME dictionaries to download.

These languages include pre-loaded IME dictionaries. In some cases, your PC manufacturer or enterprise may offer a customized Windows 10 you may choose that already includes an IME dictionary to avoid this problem. Symptom 2: You may not be able to type Japanese or Traditional Chinese characters if your do not have an Internet connection or before the dictionary is downloaded.

If you think you might have problems downloading the IME dictionary, first check if the download was successful. To do this, open Settingsand select Apps. Then select Manage Optional Features.

So this is my solution, and it worked for me. Hope this will help someone. Basicaly the general problem is with window update check if you have " 0x issue" you can check it by : Search : Windows Update settings and than check for updates. If you have the 0x error, then fixing it will fix the error with Japanese language.

I fixed the error with video on youtube. Than just remove the Japanese language and add it again and that's it. I copied mine from an oldbut when I tried copying it, I got permission denied errors. I looked at the current one, and ironically, there are no listed users that even have write permissions.

Is there any way to fix this? A: Far too many of the problems of Windows 8 are still with us. In the past, the cure for this sort of thing often came in the form of IME input method editor updates released on the same schedule as new versions of Microsoft Office, with Windows language packs or as separate free downloads. But these changes are now only delivered in automatic system updates over which users have very little control.

More improvements have arrived with each major release, like the Fall Creators update, and the April Feature Update. But many features are still missing, broken, or just plain lame.
